Planning to study or work in Québec? Your immigration journey almost always begins with a CAQ application. This document, issued by the Government of Québec, is a prerequisite for obtaining your study permit or work permit. An incomplete or poorly prepared application can lead to processing delays, a notice of intent to refuse, or an outright refusal.

01 The basics

What Is the CAQ and Who Needs One?

The Québec Acceptance Certificate (CAQ) — Certificat d'acceptation du Québec — is the official document through which the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI) confirms your temporary selection. In practical terms, the province approves you to study or work on its territory before the federal government examines your file. Our immigration lawyers help you determine whether your situation requires a CAQ and under which category to submit your application.

CAQ for Studies: The Provincial Attestation Letter (PAL) Before Your Study Permit

Every foreign national admitted to a designated learning institution in Québec must obtain a CAQ for studies before applying for a study permit with Immigration, Refugees and Citizenship Canada (IRCC). Since 2024, the CAQ also acts as a provincial attestation letter (PAL), a federal requirement built directly into the certificate.

Your letter of admission triggers the process. You then commit to respecting the conditions of issuance — notably making your studies your principal activity and studying full time. A minor international student must also provide specific custody documents.

CAQ for Temporary Foreign Workers (TFWP)

The CAQ for work applies to individuals hired in Québec under the Temporary Foreign Worker Program (TFWP). In most cases, your employer must first obtain a positive decision on the Labour Market Impact Assessment (LMIA), processed jointly by Service Canada and the MIFI.

The worker's temporary selection application is based on the employment contract signed by the employer. New French-language requirements are being phased into the program. 02 The process

How to Apply for a CAQ: The Step-by-Step Process

Applying for a CAQ follows a structured three-step online process. Each step has its pitfalls: a poorly completed form, a missing document, insufficient proof of financial capacity. Our team handles the entire process to maximize your chances of a favourable decision on the first submission.

Step 1 — The Online Temporary Selection Application With the MIFI

Everything starts with the online application on the Government of Québec website. You complete the temporary selection form, pay the processing fee required by the MIFI, then receive a file number within 48 hours of payment.

This file number is essential: it allows you to submit your documents and track the processing of your application in your online file. An error in your identity or program at this stage can compromise everything that follows.

Step 2 — Required Documents and Proof of Financial Capacity

The required documents vary according to your country of residence and the category of your application. As a general rule, you will need to provide:

Your valid passport and any previous permits (study permit, work permit or visitor record);
The letter of admission from your educational institution, for a CAQ for studies;
The employment contract signed by the employer, for a CAQ for work;
Proof of financial capacity, including bank statements covering the last six months;
A certified translation of any document written in a language other than French or English.

An incomplete application, a missing signature or insufficient financial proof rank among the leading causes of refusal. We verify every supporting document before filing.

Step 3 — Supporting Documents on Arrima and Processing Times

Your supporting documents are submitted on the Arrima platform, within 15 days of receiving your file number. The MIFI generally renders its decision approximately 25 business days after receiving the complete documents.

If the application is accepted, you obtain the attestation of issuance of your CAQ in your online file. Immediately verify that all the information is accurate: name, date of birth, program dates. This document then allows you to submit your permit application to IRCC.

03 Continuity of status

CAQ Renewal: Renew Your Status Without Interruption

A CAQ has a limited period of validity, aligned with your study program or your employment contract. CAQ renewal must be planned well before the expiry date, because an expired certificate can interrupt your studies, your employment and your stay. This vigilance applies to all your immigration documents, from your permit through to renewing your permanent residency card once you are established.

When to Renew the CAQ for Studies or for Work

You must renew the CAQ if your studies extend beyond the planned dates, if you change program or level, or if your employment continues past the expiry of your temporary selection. The renewal application follows the same online process as the initial application.

For workers, renewing the certificate is coordinated with extending your work permit: both procedures must be synchronized to avoid any gap in authorization.

Maintaining Your Temporary Resident Status During Processing

Filing your renewal application before your documents expire allows you, in many cases, to maintain your temporary resident status while your application is being processed. Our lawyers assess your situation, determine the optimal sequence of steps and prepare a solid file.

04 Refusals and recourses

Notice of Intent to Refuse or CAQ Refusal: Your Recourses

The MIFI does not accept every application. Each year, applications are delayed or refused for reasons that are often avoidable. As lawyers, we intervene precisely where simple administrative assistance stops: the legal analysis of the grounds and the exercise of recourses.

Responding to a Notice of Intent to Refuse Within the Deadline

If your file is incomplete or raises questions, the MIFI may issue a notice of intent to refuse before making its decision. You then have a short deadline to respond, and up to 25 additional business days may be added to processing.

This response is decisive. Precise arguments, supported by the right documents, can turn the tide and lead to the issuance of the certificate. We draft these responses with the rigour of a pleaded case.

Administrative Review and Incomplete Applications: Avoiding Mistakes

In the event of a refusal, all is not lost. Depending on the grounds cited, several recourses are open to you:

Analyzing the decision to identify the error of law or fact made in the assessment;
Filing an application for administrative review with the MIFI, where conditions allow;
Submitting a new, corrected application that eliminates the shortcomings of the first;
Assessing the appropriate judicial proceedings in complex situations.

Here are the answers to your most frequent questions about obtaining a CAQ and the processing of your application.

The MIFI generally issues the attestation approximately 25 business days after receiving the complete documents. A notice of intent to refuse can extend this timeline by an additional 25 business days. Processing times vary by period and program, as we analyzed in the Ivan Demidov case.

The processing fee is set by the MIFI and indexed each year. It is paid online at the time of application and is non-refundable in the event of a refusal. Consult the Government of Québec website for the current amount, and factor this fee into your financial planning.

For the period from December 17, 2025 to December 16, 2027, the Government of Québec imposes a maximum number of temporary selection applications for studies per educational institution. An application that does not comply with these application management rules is rejected and the fee refunded. In Québec, only a lawyer in good standing with the Barreau du Québec, a notary or an immigration consultant registered in the Québec registry can represent you for a fee. You must declare your representative to the MIFI. A lawyer offers additional protection: they can represent you before the courts in the event of litigation.

Yes, in the vast majority of cases. A valid CAQ is a prerequisite for a study permit application, and the work stream of the TFWP in Québec requires the province's temporary selection. Certain exemptions exist depending on the length of the program or the job category: an eligibility assessment can confirm your situation.
